Maximize Impact of State Planning Councils in States' Transformation Efforts

Magna Systems, in conjunction with the National Association of Mental Health Planning and Advisory Councils (NAMHPAC), provided technical assistance and training to the 59 mental health planning and advisory councils required by federal statute in each of the United States (U.S.) and U.S. Territories and Jurisdictions. Under the contract with Substance Abuse and Mental Health Services Administration's (SAMHSA) Center for Mental Health Services (CMHS), technical assistance focused on emerging trends and issues identified by each State or Jurisdiction.

Training topics included but were not limited to integration of mental health and substance abuse services; integration of behavioral health and primary care services and treatment; using data to monitor and evaluate mental health systems; and maximizing public and private funding. In addition, technical assistance was provided to several States and Jurisdictions on integrating a behavioral health planning and advisory council while still following the requirements of the federal mental health block grant statute. Trainings were designed to meet the needs of the varying constituencies represented on planning and advisory councils, including representatives of State agencies, providers, and consumers and family members.

Technical assistance focusing on strategic planning and creating a shared vision of mental health and of integrated behavioral health systems was also a primary focus of the contract.
