Mr. Morgan, MHSA, Consultant, has over 30 years of experience in the mental health and substance abuse service fields. He was the Magna Systems Project Director for the Center for Mental Health Services‐funded Mental Health State Planning and Advisory Councils Project that provided technical assistance and training to Mental Health Planning and Advisory Councils in nearly every state and territory. Mr. Morgan also worked on a SAMHSA Administrator’s project that assisted SAMHSA in developing materials and consultation regarding the behavioral health aspects of Health Care Reform. As the former Mental Health Commissioner in Maryland, Mr. Morgan oversaw a large mental health program with 11 state psychiatric facilities, 3,600 service providers, 4,000 employees and a $770 million budget. He received a B.A. degree from the University of Colorado, Boulder and a Masters in Health Services Administration from George Washington University.
