Magna Systems worked with the Annapolis Coalition for Workforce Development. The contract focused on developing coalitions across the U.S. to improve the mental health workforce in order to bring about the transformation of the public mental health systems. Magna Systems and the Annapolis Coalition worked with many national mental health organizations, such as the National Alliance for the Mentally Ill, National Mental Health Association, NASMHPD, Georgetown Technical Assistance Center, and the American Association of Chairs of Departments of Psychiatry.

Magna Systems staff worked with the Annapolis Coalition on the Behavioral Health Workforce, to identify nominees for the Registry of Innovative Practices in Workforce Development and establish a review process for selecting outstanding workforce achievements in cultural competence and workforce diversity. Magna Systems staff also participated on the Annapolis Coalition subcommittee for the Action Plan report to SAMHSA, serving as members of the Children's Mental Health Group and leading the development of the chapter on Cultural Competence.
